Yes, a suspended SIM will not incur any fees or recharge costs. SIM can be re-activated as needed.
Important: Mobile networks may delete/recycle inactive SIMs after a specific time period of no usage. Please see SIM activity rules per network here.
Always test SIMs before deployment.
