SIMs do have PINs activated on supply. This needs to be removed manually.

SIM Expiry (number recycling)
SIM expiry (SIM deletion) can occur when your account has been inactive for one hundred and twenty (120) days after the end of the validity period of your last recharge.
Keep-alive options
To keep a SIM active on the network, there must be usage (a billable event) from the SIM (device) at least every 120 days.
Data Bundle Pricing and Validity
Out-of-bundle Data Pricing (Billing data use against normal airtime)

Data roaming outside of Kenya
Not allowed.
