As per Icasa ruling implemented in March 2019, new Vodacom SIMs (contract or prepaid) will have OOB (billing data usage against normal airtime) activated by default, until a data bundle is loaded. OOB will then be blocked.
Should you wish to allow SIMs to use OOB data (against normal airtime), remember to activate this on the SIMs before deploying.
OOB usage can be re-activated on a SIM via USSD:
Here's how to Opt-in or out of Out-of-Bundle Data Limit Lock on USSD
Dial *135# to get started
Select "Next"
Select "Services" to access Services
Select "Next"
Select "Out-of-Bundle Limit Lock" to access Out-of-Bundle Limit Lock
Here you have two Options, it should state that you Already subscribed or Not subscribed:
1) Already subscribed
Select "Confirm" you would like to opt out of the Data Limit Lock service (Note: Your data limit lock will be removed. You will be charged standard out of bundle rates as per your tariff)
2) Not subscribed?
Here you Reply with the amount you would like to set your Out-of-Bundle Data Limit Lock to for an example R 200. *Please note, this cannot be higher than your call limit lock
Your Out-of-Bundle Limit will be set. Your Out-of-Bundle data usage will accumulate to this value.
