South Africa has introduced the Electronic Communications Amendment Bill [B 12-2026], a major regulatory update designed to increase telecommunications competition, accelerate network rollout, and lower data costs across the country.
What’s changing in the industry?
- Regulated Wholesale Pricing: ICASA will enforce fair, cost-oriented wholesale pricing for network roaming, facilities leasing, and MVNOs.
- Mandatory National Roaming: Major network operators with over 90% population coverage must provide national roaming access to other providers upon request.
- Shared Spectrum & Streamlined Infrastructure: Unused network spectrum will be made available to smaller providers, and municipal approvals for network deployment will be standardized nationwide.
