How to clear the forbidden network list (FPLMN) on a SIM card

When a SIM card repeatedly fails to register on available mobile networks, it may be due to an FPLMN (Forbidden PLMN) list stored on the device or SIM. This list contains mobile network codes that the device has previously failed to connect to — and as a result, avoids retrying them in the future.


This is more common when devices are roaming on networks outside its home country. Should a SIM fail to connect to a local network (due to various reasons), that network code may be placed on the device's forbidden list. 


What is the FPLMN?


The Forbidden Public Land Mobile Network (FPLMN) list is a feature in mobile devices and SIMs that prevents repeated connection attempts to networks that previously rejected registration. While this is useful to avoid draining battery on repeated failed attempts, it can cause issues if the network becomes available again or if coverage improves. The device might not attempt to connect to that specific roaming network again. 


Common Symptoms

  • SIM appears to be "Offline" on the SIMcontrol platform
  • Device doesn’t reconnect after roaming or moving between locations
  • SIM only connects after a device reboot or manual intervention
  • Long delays in registration, especially with roaming or dual-network SIMs


How to Clear the FPLMN List


The FPLMN list is usually stored on the device, not on the SIM itself. Each device and firmware version might have different ways to clear this list. Here are some common steps to clear it:


1. Reboot the Device

A simple reboot can often clear temporary FPLMN entries, especially on newer devices.


2. Use AT Commands (via terminal or SMS) 

For modem-based devices or routers, connect via terminal software or SMS and send command. Example: 


AT+CRSM=214,28539,0,0,12


This command instructs the modem to clear the FPLMN file. Refer to your device’s AT command set for compatibility or the specific command.

If the device is in a remote location and not connected to another network, it will be offline, and may not be able to receive SMS commands. Depending on device type, sometimes a physical reboot is required. Some device firmware will trigger a automatic reboot with FPLMN clearing if device has been offline for more than X hours. Refer to your device supplier. 


3. Reset Network Settings

On "consumer" mobile devices (smartphones, tablets):

Go to Settings > Network Settings > Reset Network Settings

This will clear saved Wi-Fi, mobile, and Bluetooth settings, including FPLMN lists.


4. Swap the SIM to Another Device Temporarily

Sometimes moving the SIM to a different compatible device can help re-establish a clean connection and clear cached FPLMN entries on the original device.


5. Avoid Frequent Failed Attachments

Devices that aggressively try to connect to networks without sufficient signal or incorrect APN settings may quickly populate the FPLMN list. Ensure device settings, firmware, and APN configurations are correct. Contact your device supplier for information on how to limit failed network attempts.
